Abstract

This research aims to examine and analyze the implementation of the Village-Owned Enterprise Program Policy in Tahima Soroma Village, South Jayapura District, Jayapura City, while also identifying the supporting and inhibiting factors that influence its execution. Additionally, it seeks to evaluate the various efforts made to implement this policy as part of broader strategies for poverty eradication and improving the welfare of the village community. Using a qualitative descriptive research method, this study relies on both primary and secondary data sources, collected through in-depth interviews, direct observations, and documentation analysis. The findings indicate that the implementation of the Village-Owned Enterprise Program Policy in Tahima Soroma Kayo Village has not yet been fully successful, as several key indicators of policy effectiveness remain unmet. The supporting and inhibiting factors identified in this research include welfare-related aspects, community participation levels, accessibility to necessary resources, and the degree of control exerted over the program’s operations. Despite these challenges, efforts to implement this policy continue to be pursued, recognizing its significant role in fostering economic empowerment, enhancing local entrepreneurship, and ultimately improving the overall standard of living for the village community.
