Pemberdayaan Masyarakat melalui Program Pengelolaan Sampah Terpadu di Desa Serut Kabupaten Jember

Abstract

The waste problem has become a critical issue that requires systematic handling and active community involvement. This research aims to analyze the implementation of community empowerment programs in waste management in Serut Village, Panti District, Jember Regency. Using a descriptive qualitative approach, this research involved the head of the waste management team and six management members as key informants. Data was collected through in-depth interviews, field observations and documentation studies, then analyzed using the Miles and Huberman cycle model. The research results show that the community empowerment program in waste management has had a positive impact in three dimensions: improving income through utilizing waste into economically valuable products, improving environmental quality through socializing sustainable waste management, and improving the quality of life of the community. This program applies the 3R principle (Reuse, Reduce, Recycle) with a success rate of 65-70% in the aspect of waste reuse. However, program implementation still faces challenges in the form of limited processing equipment and variations in the level of community participation. This research concludes that the success of community empowerment programs in waste management requires active collaboration between stakeholders and the community, as well as adequate infrastructure support. For future program development, structural improvements and waste management equipment are needed, as well as innovation in community empowerment methods to optimize program results.
