Abstract

This study aims to identify and analyze the implementation of community empowerment policies in Kampung Oneibo, Tigi District, Deiyai Regency, with reference to Permendesa PDTT Regulation No. 21 of 2020 as a guideline for community empowerment aimed at improving the standard of living of the community, as well as the factors that support and hinder the implementation of these policies. Data collection techniques include interviews, observations, literature reviews, and documentation. Data analysis involves data reduction, data presentation, and drawing conclusions. The implementation of community empowerment policies in Oneibo Village, Tigi District, Deiyai Regency, faces challenges in terms of communication, resources, the disposition of implementers, and bureaucratic structure, as outlined by George C. Edwards III's policy implementation theory. Communication barriers, resource limitations, and bureaucratic complexity slow down implementation, despite the potential for utilizing natural resources. Low community awareness and participation also pose challenges, but support from local leaders and stronger collaboration between the government, community, private sector, and non-governmental organizations can improve the situation. Skill training programs, infrastructure improvements, and technical assistance have had a positive impact on community well-being through increased access to resources, local capacity, and active participation in decision-making, in line with Robert Chambers' concept of empowerment.
