Systematic records management is a crucial element in supporting administrative order, service efficiency, and government accountability. However, records management at the district level still faces challenges, such as a lack of standardized classification and storage procedures, the intermingling of active and inactive records, limited facilities, and insufficient staff understanding of the records lifecycle. This community service initiative aimed to enhance the knowledge and skills of staff at the Heram District office, Jayapura City, in managing records systematically, securely, and in a manner that ensures easy retrieval. The activity employed a participatory training method comprising needs assessment, interactive lectures, discussions, demonstrations, case studies, hands-on records organization, evaluation, and ongoing guidance. Training topics covered fundamental records management concepts, classification, filing, coding and labeling, storage, maintenance, retrieval, records disposition, and an introduction to electronic records management. The results demonstrated an improved understanding among participants regarding the role of records as sources of information, evidence of task execution, institutional memory, and instruments of government accountability. Participants also acquired basic skills in sorting, classifying, organizing, protecting, and retrieving documents using more structured procedures. Sustaining these outcomes requires the establishment of standard operating procedures, a clear division of responsibilities, the provision of adequate storage facilities, and periodic guidance. This training serves as an initial step toward building a records management system that supports administrative order and improves the quality of government services in Heram District.
